The CIC information shold be there in the HO Request message.This message is sent from the Target MSC to the Target BSS via the relevant SCCP connection to indicate that the MS is to be handed over to that BSS.
If you cant find it,check the entire A- & Ater mapping for the target MSC & BSC.
