If the CIC allocated in the Handover Request message received by the target BSC is marked as
BLOCK or UA, the target BSC will respond to the MSC with a Handover Failure message with the
cause value “Equipment Failure”.
Please check the CIC’s of Ater & A-interface of the Target MSC/BSC,either there is a mismatch or some CIC’s are blocked from one end.
