Any way is it possible to differentiate what are the reasons for cell 1(the bad HO performance cell) attempting to make HO-better cell or worse (in that case it can be a features, e.g in ericsson RAN cell load sharing- not best cell will take a call via handover). Besides I had such a problems if cell1 suffers from bad quality due to interference – MS measure the BCCH freq of cell 2 strong enough, but the level is increased by another cell that has the same frequency, not necessary to be BCCH at full power, it can even be a TCH of a cell close enough to cell 1.
