Long silence before call set up

    I want to have an idea about where i must investigate in the network when subscribers are making a long time(more than 10s) for a call establishment.

    Where are the calls from/to. Local, National, International.
    Delay caused by:
    Inter digit pause.
    Post dial delay.
    Enbloc or overlap signalling.
    End of number flag (F)
    International destinations.

    Consider is it VoIP or TDM/C7/SS7, ISDN etc.
