Our quintums are already rigth configuried but we have a lot of 31 cause code. What can the problem be ?

Quality of Service Not Available.Used to report that the requested Quality of Service, as defined in Recommendation X.213, cannot be provided (e.g., throughput or transit delay cannot be supported).
