SDP Local Connection Option Param in ATM

I appreciate any insight on the below question:

Regarding L: param in CRCX message in MGCP for ATM application:

L: vc:svc,…..

Does the param above command the Gateway to establish the SVC? If the same command is sent to another Gateway without the “vc:svc” value, does it mean that Gateway will be the one receives call setup?
