#17 Network Failure

Hi Guys,

Can any one explain the reason for cause code #17 network failure..?

I mean really know that as per 3GPP it says failure on MAP.

In our case,when we try to attach(gprs attach) using other operator’s SIM,it is showing Network Failure instead of PLMN not allowed or whatever..

This is happening for one Operator only. Using SIM of rest of operators in that area,it is showing PLMN not allowed..

I have no PLMN or GT definition for that said operator..then why it is showing Network Failure..
