There are two networks a test network( MSC_HLR1-MGW1-BSC1-BTS1) and a live network (MSC_HLR2-MGW2-BSC2-BTS2) and there is not any connection between them assume Ms1 is defined in MSC_HLR1 and BTS1 and BTS2 covered the same area.
what is the criteria of selection and re selection?
