mnp

Hi,
I`ve got a question about problems with MNP.
during MNP I got a temporary MSISDN number, but after changing this number to my old MSISDN if smb is calling to my old number everything is ok but if I`m making a call, at B number sreen is presenting my temporary MSISDN.
I know that probably in VLR still is my temporary MSISDN.
But question is why my operator doesn`t update VLR after changing MSISDN
after changing MSISDN HLR should send cancel location and insert subsriber data? am I right?
