Redundancy in PCU

Hi All,
I wanted to know about the level and nature of redundancy that are provided in PCUs from various vendors.

Do vendors provide a complete failover of TBFs across multiple cards constituting a PCU ? Or in the even of a failure it is left to the higher layers (like LLC, TCP etc.) in MS and SGSN to retry and recover an IP session ?
