Could anyone pls. explain, How intra-Circle Roaming works.

In romaing definitions we will create other operator PLMN in our network and define their IMSI series in analysis. This way if we can create and define one of the operator in your own circle then your customer can use the services of that network.
Could anyone pls. explain, How intra-Circle Roaming works i.e. call routing and other scenarios.
