GuestBA List is bsc allocation list,
MA list is mobile allocation listin between which hoping occours.
Blocking and congestion are same meaning,
block means call disconnect and congestion means searching for vaccant channel .Jason

I also have some questions about BA lists. I see a active BA list and a idle BA list. The active BA list is for in calls, and the idle is for reselection. Here are my questions.
1-We currently have all of the BCCH’s in the neighbor list in the active BA list. In the Idle list we have that plus the BCCH of the sector. Is this the standard? Does anyone else do this differently?
2-What would the effects be if:
a-the sectors BCCH was listed in the active list?
b-the sectors BCCH was NOT in the idle BA list?Thanks for any response in advance.

In your case the BA List is similat to Neighbor list .That is why you have all frequency in BA List .
If required you can Assign seperate BA list .

You are just going to see the BCCH during drive testing. no impact on network

GuestDear Jason,
1, For active BA list it is recommended to delete all unnecessary BCCHs(only the BCCHs are needed which you have defined their Cell IDs as neighbor cells), because it cans easily affect HO success rate.
2, For Idle BA list it is recommeneded to include all band(all available BCCHs including the BCCH of serving cell) in idle BA list, because it is definately helpful for cell selection process when an MS in switching ON.
