NOC

HI guys

I am currently working as FLM member on sites.(nokia ultrasite).
I like to have some information about NOC.
I know some of the commands they use to monitor the network but for example 1)how can they monitor one special Fb(flexibus) in RRI unit or power it on or OFF?
2)Is it true that with blocking and unblocking a sector(cell), its current alarms will disappear for some time?
3)which command shows the configuration of traffic?(it has occured for many times that configuration of channels from bts side is different from the BSC side, so the bts goes down)
