I will be very grateful if i find any one to discuss with him about this subject, because we try to applicate this feature in our network but we faced some problems.A-bis is vendor-specific interface, so optimization is very depends of your equipment vendor and release version
maybe you can reference motorola implemented A-Bis that, some cell resource algorithm done within BTS. if this is what you talking about.
