High Access failures & Delay in call pro

I work in lucent environment for CDMA network

I have high number of access failures in one of my site but the RF failure rate is less and when i see call established rate, i found that Originating seizures with Bad ESN is substracted from seizures.

1) Does that mean originating seizures with BAD ESN is causing failures
2) if the access failures are due to bad esn,then how to trace Bad ESN
3) I don’t see any resource blocking issues still I get complaints saying delay in call processing is high(30 to 40 secs)from the site having high access failures

can anyon throw some light on these issues
