HOC and POC Threshold values

Hi,

I have a query regarding the Threshold values for HOC and POC values that are set. In my previous network i had come to a conclusion where in the difference between the Thresholds of UL and DL is kept with a difference of 3 db. But in my new network i observe that both the values are same. For eg.

PC Lower Thresholds Level DL Rx is kept as -90dbm and
PC Lower Thresholds Level UL Rx is also kept as -90dbm.

PS: My previous networks was 900 and my present network is 1800.

My other query is to do with Window size. I always believed in keeping the window size
