Which BSC are u using? Its quite possible to iniatite a call in ericsson BSC without SDCCH by using TCH for call set up. Here CHAp value is set at 2.
You need SDCCH at least for SMS and LU. In siemens call setup without SDCCH is called Direct TCH assignment.
