Why do we consider RXlevel sub values for hopping GSM networks??

Because Ful values are based upon all multiframes on SACCH mutliframes whether basestation transmit it or not. If DTX is used then the full values will be invalid for that period since they include RXlevel measurements at periods where no information has been sent.
On other hand sub values are based on those frames of SACCH multiframe which must be transmitted. So if DTX is used SUB values are considered.

    dear khurana:
I think the measurement performed on SACCH with FH & DTX.will be just for the hop period & for the hop period will be just for active TX period,=== so its just on sub channel.
