Believe your case is 3G / 2G HO.
Generally, poor coverage and lack of available radio resources. Check what verification tests were done for 3G / 2G HO for your software release.
Check if there has been any configuration changes done or if there has been any new (fix files, new software build, etc..) that has recently been deployed.
