Reply To: HR TCH allocation

AMR_FR and AMR_HR subsets are not the same between MSC and BSC.
HR subset at BSC: 7.4, 5.9, 5.15. At MSC: 6.7, 5.9, 5.15, 4.75
Does this affect HR allocation?
