So this occurs on all the cells of the BSC ? In such case, you are right to point your finger at the BSC side. Yet, the problem might lie even further down, in the Core Network.
Perform some A interface trace and you might find out what the issue is.
You can always contact your ALU support team, they might be able to map your issue with an already existing problem.
