The first thing is to ensure that the BCCH, BCC and NCC of your 2G neighbours is correctly defined 🙂 In my network, this allowed an increase of +10% in the IRAT HO success (obviously).
Now, the IRAT HO % is > 97%, without any specific tuning, afaik.
