hi,
sdcch blocking is counted when the SDCCH is requested by the MS, but the BSC could not find any SDCCH channel.
-> SDCCH attempt = Channel Request with cause establishment = call, sms, lu, etc (everything but data channel request)
-> SDCCH block = BSC refusal (internal / no message)
