Well check your hourly trend and conduct Spectrum analysis on UL and DL during the effected intervals.. compare it with a normal situation.Issue might be due to some link.. effecting DL only for that UL IOI stats dont show degradation.
Or check for ABIS trace / Probe based analysis and check for SD_Failures
