Yes Sheldon, that is the case. An MS is ON but when you call it you hear “It is not reachable”, then that called MS (Which is ON) gets a Missed Call Alert (A service provided by some operator to as sms to their customers informing them who called when their MS were OFF).
Question is Why is that happening??
