@dell:I know its late for this, but have you tried disabling Power control does the issue remain as it is now, if no then your issue is not related to power control. also is this cell concentric, as a call being assigned to DCS can effect levels too. Plus THIS IS VERY IMPORTANT “you haven’t told if you are experiancing quality within the window or degraded from it, if quality is within the window then there is no issue”.
