TS increment for EGPRS/GPRS should be done as per soft n hard blocking.For soft blocking increase Dynamic TS & for Hard increase the fixed ones.
Criteria
Soft Blocking > 5%
Hard Blocking > 2%
You can try flexi abis also to obtain good data KPI’s
