is higher than
number of call setup rejected / number of call requests
a rejected HO will be reattempted several times (every T7 seconds!) until the target cell is eventually not congested.
on the opposite, a call is attempted only once. Then it is up to the user to reattempt the call. An average user will try twice, then get bored and stop trying.
The bsc is never bored of trying…
