1) i dont know those parameters, i only work with ALU systems.
2) penalty time is used when a MS detects a neighbour cell : durin “penalty-time”, the C2 of the neighbour cell is decreased by “temporary-offset”. When these duration is expired, the C2 of the neighbour is put back to its normal value.
rxlev access min = -104dBm
cellr eselect hysteresis = 6dB
cell reselect offset = 0dB
penalty_time = 20s
temporary offset = 10dB
Rx reseect hysteresis : i don’t know this one. it is not standard.
