If the problem is affecting the whole network, you should check the following:
1. PCU congestion
2. Congestion on TCH ( network congestion)
2. PDCH allocation strategy( fixed PDCH? voice/data priority?
However, if its single cells, then it’s either faulty hardware, transmission problems, wrong cell configuration data or congestion on the cell.
