– is the UL TBF Release procedure finished properly (i.e. with CV=0 from MS and FBI=1 from your side);
– Are you assign DL TBF through the DL TBF Assignment message on AGCH or…? the sequence of messaging?
– GMM state of the MS in the moment of assignment?
