There can be many reasons; in utran side it can be e.g. admission control (too much rf power in cell, etc), Iub bandwidth, etc. to name few. The nack can also come from Core network. I think you should first investigate with protocol analyse from Iu interface, if it’s coming from Core network and after that decide next steps.
