this cannot be fixed : it is normal.
please accept 50% as your standard value.
The root cause is that the MS will send 2 consecutive “channel requests” before the BTS is sending back an immediate assignment.
1/2 = 50% success.
But from subscriber point of view : 100% success rate 🙂
