Power control is always disabled in DownLink, on all timeslots using the same frequency as the BCCH timeslot. Even if you activate it, the TRX will emit at full power.
But the power control in uplink can (and should) be activated. There are no restricition in UL Powercontrol, whichever the TRX, whichever the timeslot.
