1st remove extra BCCH from Cell B by command
RLCFE:CELL=CELLB,DCHNO=;
OR
RLCFE:CELL=CELLB,CHGR=,DCHNO=;
After that create BCCH in Cell C by command
RLCFI:CELL=CellC,DCHNO=;
OR
RLCFI:CELL=CellC,CHGR=,DCHNO=;
Or you can change by the command
RLDEC:Cell=CellC,CGI=,BSIC=,BCCHNO=;
