The EOS or End of Selection case can be made both automatically and manually. In manual case, if a subscriber is known to have dialed less or wrong digits he can be diverted to an EOS with an announcement. In automatic case here is an example.
With Ericsson if a route is congested, the RA block that handles the ANRSP command or the routing owning block will result a predetermined EOS 90. In the exchange, the EOS 90 will be directed as per the operator to inform the subscriber to inform the congestion in routes. Like this, every activity has its own EOS values. Hope this clears
