Yes, you are perfectly all right. We were talking about a completely different scenario i.e. Cell 1 has a defined neighbor Cell 3 with same BCCH and BSIC as of Cell 2. This will cause a handover failure between Cell 1 and Cell 3. There is absolutely no point of a handover failure between two cells who are not defined as neighbors 🙂
