I confirm : SDCCH HO = disable does not disable the directed retry and forced directed retry.
This configuration :
SDCCH HO = DISABLE
EN DR = ENABLE
EN FDR = ENABLE
means :
SDCCH to SDCCH HO is disabled, but DR and FDR are allowed without any restriction !
