In my pointof view Immediate Assignment will never be due to SDCCH Congestion. SDCCH congestion may cause SDCCH Allocation failure. Poor SDCCH assignment success rate can be due to CO BCCH CO BSIC conflicts, poor quality, VSWR and other h/w failure.
