Hi,
TCH Blocking is based on the percentage of time all of your TCH channels are busy.
TCH Congestion is based on the rejected TCH seizure attempts due to congestion (no resourses available)/Total TCH seizure attempts.
As you can see there have not much in common because of the granularity (15min/1h) of the measurements.
