the BSIC is transmitted in BCCH blocks, not in the SCH blocks.
the SCH contains only a “beacon” signal so that mobiles can re-synchronize with the BCCH frequency.
If you’re new to GSM, you should just google “GSM tutorial” or “GSM explanation”, because it’s a rather vast topic.
