“Receiver has loss of signal” says it all. Gateway does not see any signal on E1 line. Most likely, your E1 line is not wired correctly. Check the wiring (if necessary, use E1 crossover cable which flips pins 1,2–4,5 (NOT the same as ethernet crossover!).

Verify linecoding and framing with your provider (although they don’t matter in case of loss of signal, you’ll need them later for E1 to work properly).
