You cannot play IVR on the ATA itself, but you can configure PLAR on your ATA, so when you pickup the handset, it will automatically connect to the remote GW (media server, softswitch, …) where IVR will be played. Or if your user will dial a special number – he will be forwarded to the IVR, e.g. *98 for voicemail.
