1) define a cluster, provided services, client type their number and then the trafic model
2) choose your propagation model and calibrate it according to each area
3) Do a link balance calculation according to margin providedn the equipment specification..
4) conclude about the radius of your cells and then you can now their number
5) for each cell you can provide ressources using your trafic model, area of service and the erlang table don’t forget to take into consideration the growth in the future.
