I was complaining about our UL/DL TBF establishment failures and i saw your blog.
We are also experiencing (we are in B10) bad behaviour of our P103 counters (some BSC (G2) have 50000 failures (p103) at Busy Hour), dont know if everything is related, maybe you could help.
