This could be an early indication of a transmission fault (before any transmission alarms) can indicate short breaks of the transmission line.
The supp info refers to the LAPD number (first field in Hex) and the last field is the PCM number. Check what other 1254 alarms are occurring at the same time, could also indicate an issue with a BCSU AS7, but depends on what other 1254 alarms are reported.
