The basic question is if Downlink measurements are carried out on the quality of the SDCCH link, and passed on to the BSC, on the uplink for effecting an SDCCH handover. If so, there should be a RIL3 message defined in 04.08, for passing on the SDCCH quality mesurements on the uplink.
