    can this be provided by somoene else than my ISP?

    No, your ISP or provider is the only one that could give you a static I.P. address.
    Be aware, you may not need a static I.P. address for VOIP aplication, as long as you have a gatekeeper that it is on a static I.P. address somewhere on the internet.
    Depending on the equipment being used and the type of service that you want, you may be able to work just fine with a dinamic I.P. address.
