on air interface call is established or maintained on the SDCCH or TCH radio channels respectively.
as of some coverage or hardware problem user wouldn’t be able to get these channel on air interface and hence these channel drops i.e user can’t be able to maintain or establish the a call.
Conclusion is the drop of a call and definitly suscriber will affected.

The perception of customer on SD drop is inability to setup call.
while for TCH drop, the perception will be inability to finish up his call (call drop)
SD is at callsetup phase while TCH is applicable to already setup call.
Other indicator that may affect customer call setup perception are;
sd fail rate, sd congestion rate, sd drop & TCH fail rate.
