since SDCCH Holding Time during LOC update is high,increasing LAPd from 16K to 32K will not help much.
If u really want to bring down the SDCCH Blocking due to LOC update,change its LAC,u will observe very good results
If your problem was due to LOC update,changing the LAC of that cell as that of its neighboring cells should have helped.Carrier addition & SDCCH addition is the last resort then.
U can also increase the T3212 timer to 4-6 hours(if not already done).but this might lead to poor PSR
